Fund to support creative freelancers affected by COVID-19 now open/Cronfa i gefnogi gweithwyr llawry

Freelancers working in the cultural and creative sectors in Wales are now able to apply for their share of a £7 million fund – which is targeted specifically at those in the freelance sector hit hardest by the coronavirus (COVID-19) pandemic.

The fund opens today at 10:00 and will run over two phases. Individuals can apply for a £2,500 grant, for further details visit the Business Wales website.

The fund will be open to freelancers in the sub sectors of arts, creative industries, arts and heritage events, culture and heritage, whose work has direct creative/cultural outcomes.

Deputy Minister for Culture, Sport and Tourism, Lord Elis-Thomas, said:

"The freelance sector is such an important part of the Welsh economy – with a significant number of freelancers working in the cultural and creative sectors. I’m delighted that we’re able to provide support - to sustain our freelancers during this difficult period and acknowledge the contribution made by these individuals to the economy, our communities and the cultural and creative sectors in Wales."

In further support of the freelance sector, the Welsh Government is working on a freelancer pledge, which is a first for the UK. In developing recovery plans and aspirations, the freelancer pledge reaffirms Wales' commitment to involving the creative sector in building back better.

The Well-being of Future Generations Act requires public bodies in Wales to contribute towards a vibrant culture and thriving Welsh language as well as think about the long-term impact of their decisions, to work better with people, communities and each other. The freelancer pledge presents an opportunity for creative freelancers and public services to forge a partnership to achieve this and for freelancers to use their skills to bring creativity and imagination to all areas of public life.

Future Generations Commissioner for Wales, Sophie Howe, called for support for creative freelancers in the summer. She said the fund could form the basis of future schemes where the government provides a safety net on incomes with an option for individuals to participate in work within the community. She said:

"This is a big opportunity for culture to play a large role in Wales’ Covid recovery. The optional pledge to work with public services will allow creatives to help build art and culture into everything from hospitals to town centres, improving the way we all live. This is hopefully the start of us moving towards a system where much more value is placed on culture and creativity - better supporting those who do that vital work."

The partnership work could include co-creating solutions with the community, contributing to local development plans, re-designing town and city centres or bringing new approaches to capital projects. This could be in all areas such as culture through to health or sustainable development and the built environment etc.

The detail of the freelancer pledge will be designed over coming months in partnership with the freelancer community and unions. The pledge will be a voluntary element of the support, and will not be a condition of grant. Support and training will be available to freelancers who wish to participate. Any work conducted as part of the pledge will be remunerated.

Mae gweithwyr llawrydd yn y sectorau creadigol a diwylliannol yng Nghymru’n bellach yn gallu ymgeisio am eu cyfran o gronfa gwerth £7 miliwn sy’n targedu’n arbennig y rheini yn y sector llawrydd sydd wedi’u taro galetaf gan bandemig y coronafeirws (COVID-19).

Mae’r gronfa yn agor am 10:00 heddiw ar gyfer ceisiadau ac yn cael ei gynnal dros ddau gyfnod. Bydd unigolion yn cael ymgeisio am grant o £2,500 a gofynnir iddynt gadarnhau eu bod yn gymwys cyn dechrau’r broses ymgeisio trwy fynd i wefan Busnes Cymru.

Mae’r Gronfa’n agored i weithwyr llawrydd sy’n gweithio yn sectorau’r celfyddydau, y diwydiannau creadigol, digwyddiadau celf a threftadaeth, diwylliant a threftadaeth. Bydd eu gwaith yn esgor ar ganlyniadau creadigol/diwylliannol.

Dywedodd y Dirprwy Weinidog Diwylliant, Chwaraeon a Thwristiaeth:

"Mae’r sector llawrydd yn rhan mor bwysig o economi Cymru – gyda nifer arwyddocaol o weithwyr llawrydd yn gweithio yn y sectorau diwylliannol a chreadigol. Rwy’n falch iawn ein bod yn gallu helpu i gynnal gweithwyr llawrydd dros y cyfnod anodd hwn. Mae’r cymorth yn cydnabod cyfraniad yr unigolion hyn i’r economi, ein cymunedau a’r sectorau diwylliannol a chreadigol yng Nghymru."

Mae Llywodraeth Cymru yn rhoi rhagor o help i’r sector llawrydd hefyd trwy weithio ar adduned i weithwyr llawrydd, y cyntaf o’i fath yn y DU. Wrth ddatblygu cynlluniau a'n dyheadau ar gyfer adferiad, mae'r adduned llawrydd yn ailddatgan ymrwymiad Cymru i gynnwys y sector creadigol wrth ail-adeiladu Cymru well.

Yn ôl Deddf Llesiant Cenedlaethau’r Dyfodol, mae disgwyl i gyrff cyhoeddus yng Nghymru gyfrannu tuag at ddiwylliant bywiog lle mae’r Gymraeg yn ffynnu, yn ogystal â meddwl am effeithiau tymor hir eu penderfyniadau a gweithio’n well â phobl, cymunedau ac â’i gilydd. Mae’r adduned y gweithwyr llawrydd yn gyfle i weithwyr llawrydd creadigol a chyrff cyhoeddus lunio partneriaeth i gyflawni hyn ac i weithwyr llawrydd ddefnyddio’u sgiliau i ddod â chreadigedd a dychymyg i bob agwedd ar fywyd cyhoeddus.

Galwodd Sophie Howe, Comisiynydd Cenedlaethau'r Dyfodol Cymru, am gymorth i weithwyr llawrydd creadigol yn yr haf. Dywedodd y gallai'r gronfa fod yn sail i gynlluniau yn y dyfodol lle mae'r llywodraeth yn darparu rhwyd ddiogelwch ar incwm gydag opsiwn i unigolion gymryd rhan mewn gwaith yn y gymuned. Dywedodd:

"Mae hwn yn gyfle mawr i ddiwylliant chwarae rhan fawr yn adferiad Covid Cymru. Bydd yr addewid dewisol i weithio gyda gwasanaethau cyhoeddus yn caniatáu i greadigol helpu i gynnwys celf a diwylliant ym mhopeth o ysbytai i ganol trefi, gan wella'r ffordd rydym i gyd yn byw. Gobeithio mai dyma ddechrau ein bod yn symud tuag at system lle mae llawer mwy o werth yn cael ei roi ar ddiwylliant a chreadigrwydd - gan gefnogi'r rhai sy'n gwneud y gwaith hanfodol hwnnw'n well."

Gallai hynny olygu cyd-greu atebion gyda’r gymuned, cyfrannu at gynlluniau datblygu lleol neu ail gynllunio canol trefi a dinasoedd neu cynnig syniadau newydd ar gyfer prosiectau cyfalaf, mewn pob maes fel diwylliant, iechyd, datblygu cynaliadwy a’r amgylchedd adeiledig ayb.

Caiff manylion adduned y gweithwyr llawrydd ei ddylunio dros y misoedd i ddod ar y cyd â gweithwyr llawrydd ac undebau. Bydd yr adduned yn rhan wirfoddol o’r cymorth ac ni fydd yn amod o’r grant. Bydd cymorth a hyfforddiant ar gael i weithwyr llawrydd sydd am gymryd rhan ac fe fydd taliad am unrhyw waith a gynhelir fel rhan o'r Adduned.
