Press Release (20) - DVSC's Welsh Language Statement & Action Plan
To mark the the beginning of National Eisteddfod Week, the annual celebration of Welsh culture and language, DVSC is giving you a sneak preview to the progress made in their Welsh Language Statement and Action Plan.
Denbighshire Voluntary Services Council has sought guidance from the Welsh Language Commissioner’s Office for three years running to improve the organisation’s bilingual offer.
Helen Wilkinson, Chief Executive of DVSC explains: “Each year we review and refresh our commitment and seek improvements to our bilingual provision, based on the resources we have. The advice and support we have had from the Commissioner’s office has been really invaluable and we encourage others to seek their advice.”
The process has involved completing the Commission’s Welsh Language self-assessment to inform an Action Plan and then reviewing the organisation’s Action Plan annually and continuing to strive for improvement.
“As a partner in Third Sector Support Wales, we’re keen to be promoting the Welsh Language as part of our commitment to a bilingual Wales and to create a more inclusive service for our members and the public as we believe this is better business and will enable us to reach more people.”
Helen Wilkinson continues: “We are fully committed to supporting Welsh culture, making progress towards a bilingual Wales and promoting good practice to our members. We are really proud of the important strides we have made, and we want to share our organizational learning to help others.”
Good practice
Recent appointments mean that DVSC is now able to offer a comprehensive bilingual telephone support service and a staff member has been appointed as the Welsh Language Champion to raise awareness among team members and the public more generally of the benefits of providing bilingual services.
[endif]--Nia Baker, Sector Development Officer and Welsh native speaker says: “Since starting with DVSC in June, I’ve really noticed the value of providing a Welsh service to our members. My role is very forward facing and I’d say about half of the interactions I’ve had with our members and the general public has been through the medium of Welsh. This shows how important it is to be providing this service. I’m really proud to be working with an organisation that’s striving for a fully bilingual service.”
If you’re planning on a day, or a few at the Eisteddfod, make sure you visit DVSC’s stall on the Maes (C10-11), and put a face to the new Welsh Language Champion, Nia Baker. She’ll be there Saturday 3rd and Thursday 8th August. Vanessa Van Lierde, DVSC’s Marketing and Engagement Officer, a talented linguist and a Welsh learner, will be practising some Welsh at the Eisteddfod on Tuesday 6th August and Saturday 10th.
Improvements
Since the original Welsh Language Action Plan was created in 2017 DVSC has made huge strides in the progress of the Action Plan:
Increasing its investment in bilingual resources by 43% in the last financial year.
A third of staff are now Welsh speaking (with an increase from 0% in 2018 to 33% in 2019, one of whom has become the Welsh Language Champion within the organisation while another has finished the first year of learning Welsh).
A third of DVSC Trustees are Welsh speaking (an increase from 0% in March 2019 to 33% in July 2019) and the Board will appoint a Welsh Language Ambassador at the next Board meeting in September 2019.
Corporate communications are bilingual.
Brand identity and corporate logos are fully bilingual.
Increased use of bilingual social media posts
Launch of the improved corporate website in September, making bilingual publishing possible.

About the Welsh language
The results of the 2011 Census show that 22,236 people in Denbighshire are Welsh speaking, that’s 24.6% of the population. Ruthin itself, the home of DVSC, was one of the highest in the survey with 41.7% Welsh speaking (data from the Welsh Language Community Profile, Denbighshire County Council). This is why DVSC believes that having a clear Action Plan to becoming a truly bilingual organisation is vital.
An increasing number of businesses and third sector organisations are seeing the commercial advantage of using the Welsh language.
Research conducted by the WLCO, ‘The Benefits of Bilingual Marketing by Charities in Wales’ showed the clear benefits of bilingual marketing, with an overwhelming 70% of people agreeing that Charities in Wales should be marketing bilingually (data from the WLCO).

Datganiad i’r Wasg (20) - CGGSDd Ddatganiad a Chynllun Gweithredu Iaith Gymraeg
I nodi ddechrau Wythnos yr Eisteddfod Genedlaethol, dathliad blynyddol diwylliant ac iaith Cymru, mae CGGSDd yn rhoi rhagolwg craff i chi o'r cynnydd a wnaed yn eu Datganiad a Chynllun Weithredu’r Iaith Gymraeg.
Mae Cyngor Gwasanaethau Gwirfoddol Sir Ddinbych wedi derbyn arweiniad gan Swyddfa Comisiynydd y Gymraeg am dair blynedd i wella cynnig dwyieithog y sefydliad.
Eglura Helen Wilkinson, Prif Weithredwr CGGSDd: “Bob blwyddyn rydym yn adolygu ac yn adnewyddu ein hymrwymiad ac yn ceisio gwelliannau i’n darpariaeth ddwyieithog, yn seiliedig ar yr adnoddau sydd gennym. Mae'r cyngor a'r gefnogaeth a gawsom gan swyddfa'r Comisiynydd wedi bod yn amhrisiadwy iawn ac rydym yn annog eraill i ofyn am eu cyngor."
Mae'r broses wedi cynnwys cwblhau hunanasesiad Cymraeg y Comisiwn i lywio Cynllun Gweithredu ac yna adolygu Cynllun Gweithredu'r sefydliad yn flynyddol a pharhau i ymdrechu i wella.
“Fel partner yng Nghefnogi Trydydd Sector Cymru, rydym yn awyddus i fod yn hyrwyddo’r Iaith Gymraeg fel rhan o’n hymrwymiad i Gymru ddwyieithog ac i greu gwasanaeth mwy cynhwysol i’n haelodau a’r cyhoedd gan ein bod yn credu bod hwn yn well busnes ac yn ein galluogi i gyrraedd mwy o bobl.”
Mae Helen Wilkinson yn parhau: “Rydym wedi ymrwymo’n llwyr i gefnogi diwylliant Cymru, gwneud cynnydd tuag at Gymru ddwyieithog a hyrwyddo arfer da i’n haelodau. Rydyn ni'n wirioneddol falch o'r camau pwysig rydyn ni wedi'u cymryd, ac rydyn ni am rannu ein dysgu sefydliadol i helpu eraill."
Arfer da
Mae penodiadau diweddar yn golygu bod CGGSDd bellach yn gallu cynnig gwasanaeth cymorth ffôn dwyieithog ac mae aelod o staff wedi'i benodi'n Hyrwyddwr Cymraeg i godi ymwybyddiaeth ymhlith aelodau'r tîm a'r cyhoedd yn fwy cyffredinol o fanteision darparu gwasanaethau dwyieithog.
Dywed Nia Baker, Swyddog Datblygu Sector a siaradwr brodorol o Gymru: “Ers dechrau gyda CGGSDd ym mis Mehefin, rwyf wir wedi sylwi ar werth darparu gwasanaeth Cymraeg i’n haelodau. Mae natur fy ngwaith yn golygu dwi’n cyfarfod lot o bobl a dwi’n tybio bod tua hanner y sgyrsiau dwi’n cael gyda’n haelodau a'r cyhoedd wedi bod trwy gyfrwng y Gymraeg. Mae’n glir pa mor bwysig yw hi i ddarparu'r gwasanaeth hwn. Rwy’n falch iawn o fod yn gweithio gyda sefydliad sy’n ymdrechu am wasanaeth cwbl ddwyieithog.”

Gwelliannau
Ers i Cynllun Gweithredu’r Iaith Cymraeg gwreiddiol gael ei greu yn 2017 mae CGGSDd wedi cymryd camau breision yn y datblygiad o’r Cynllun Gweithredu:
Cynyddu ei fuddsoddiad mewn adnoddau dwyieithog 43% yn y flwyddyn ariannol ddiwethaf.

Ynglŷn â CGGSDd
CGGSDDd yw'r corff aelodaeth ar gyfer gwirfoddolwyr, grwpiau gwirfoddol a chymunedol, sefydliadau trydydd sector a mentrau cymdeithasol.
Cenhadaeth Cyngor Gwasanaethau Gwirfoddol Sir Ddinbych yw adeiladu cymunedau cydnerth trwy weithrediad gwirfoddol, a menter gymdeithasol, darparu cefnogaeth ragorol i randdeiliaid, a bod yn llais dylanwadol yn Sir Ddinbych a Gogledd Cymru.
Mae CGGSDd yn gweithio'n agos gyda CGS Gogledd Cymru, ac mae'n aelod o'r rhwydwaith o’r CGS ledled Cymru sydd, mewn partneriaeth â Chyngor Cymdeithasau Gwirfoddol Cymru (WCVA) yn ffurfio'r bartneriaeth sy'n rhan o Cefnogi Trydydd Sector Cymru.

Mae canlyniadau Cyfrifiad 2011 yn dangos bod 22,236 o bobl yn Sir Ddinbych yn siarad Cymraeg, dyna 24.6% o’r boblogaeth. Roedd Ruthin ei hun, cartref CGGSDd, yn un o'r uchaf yn yr arolwg gyda 41.7% yn siarad Cymraeg (data o Broffil Cymunedol Cymraeg, Cyngor Sir Dinbych). Dyma pam mae CGGSDd yn credu bod cael Cynllun Gweithredu clir i ddod yn sefydliad gwirioneddol ddwyieithog yn hanfodol.

Dangosodd ymchwil a gynhaliwyd gan WLCO, ‘Buddion Marchnata Dwyieithog gan Elusennau yng Nghymru’, manteision amlwg marchnata dwyieithog, gyda 70% o bobl yn cytuno y dylai Elusennau yng Nghymru fod yn marchnata’n ddwyieithog (data gan y WLCO).
