• Are you passionate about getting the voice of Older People heard? • Would you be interested helping to develop and promote good practice on the engagement of Older People? • Would you like to infuence policy and practice concerning current and future Older People? • Could you help to challenge age discrimination and assist the promotion of the rights of Older People?
If the answer to these questions is ‘Yes’ please consider applying for this Trustee vacancy
Introduction
The Board of Cymru Older People’s Alliance (COPA) have agreed that as a matter of priority, its nominated or co-opted trustee vacancy should be filled by someone from North Wales to maintain our geographical balance in Board membership. Nominated or co-opted trustees are a separate category of Trustee. They are required to provide knowledge, skills and experience in respect of ageing and the age sector that the Elected Trustees do not have (or do not sufficiently possess). For example, expertise in running a charity, about age and ageing policy and professional practice, service delivery, finance, law etc. We are not looking to appoint a current member of an Older People’s Forum or Group unless they also have these additional attributes since there is already an election process for Trustees from that background. The decision to appoint a co-opted Trustee is a matter entirely for the Board to take to provide additional capacity and meet their requirements. Nominated or co-opted Trustees are appointed for a period of 3 years and can be re-appointed by the Board for a further period of 3 years.
This is a vital role for COPA as it continues to make progress as a new Registered Charity for older people run by older people. We have a new agenda to forge a more coherent and impactful voice at the national level in Wales for older people’s fora and groups in every local authority area. As well as ensuring all parts of Wales are fully represented on COPA, the Board are also keen to implement its policy on the Welsh language in a practical manner.
The Role
The functions and duties of charity trustees are set out in law. The COPA constitution says:
The charity trustees shall manage the affairs of the Charitable Incorporated Organisation (CIO) [i.e. COPA] and may for that purpose exercise all the powers of the CIO. It is the duty of each charity trustee:
(a) to exercise his or her powers and to perform his or her functions as a trustee of the CIO in the way he or she decides in good faith would be most likely to further the purposes of the CIO; and
(b) to exercise, in the performance of those functions, such care and skill as is reasonable in the circumstances having regard in particular to:
(i) any special knowledge or experience that he or she has or holds himself or herself out as having; and
(ii) if he or she acts as a charity trustee of the CIO in the course of a business or profession, to any special knowledge or experience that it is reasonable to expect of a person acting in the course of that kind of business or profession. Mae Bwrdd Cynghrair Pobl Hŷn Cymru (COPA) wedi cytuno y dylid llenwi ei swydd wag ymddiriedolwr enwebedig neu gyfetholedig fel mater brys gan rywun o Ogledd Cymru er mwyn cynnal ein cydbwysedd daearyddol o ran aelodaeth y Bwrdd. Mae ymddiriedolwyr enwebedig neu gyfetholedig yn gategori gwahanol o Ymddiriedolwr. Mae gofyn iddynt ddarparu'r wybodaeth, sgiliau a phrofiad o ran heneiddio a'r sector oedran nad oes gan yr Ymddiriedolwyr Etholedig (neu nad ydynt yn meddu arno'n ddigonol). Er enghraifft, arbenigedd mewn rhedeg elusen, ynglŷn ag oedran a pholisi heneiddio ac arfer broffesiynol, darparu gwasanaeth, cyllid, y gyfraith etc. Nid ydym yn awyddus i benodi aelod presennol o Fforwm neu Grŵp Pobl Hŷn oni bai bod ganddynt y priodoleddau ychwanegol hyn gan fod proses ethol yn bodoli eisoes i Ymddiriedolwyr o'r cefndir hwnnw. Mae'r penderfyniad i benodi Ymddiriedolwr cyfetholedig yn fater i'r Bwrdd yn gyfan gwbl i ddarparu gallu ychwanegol a bodloni eu gofynion. Penodir Ymddiriedolwyr enwebedig neu gyfetholedig am gyfnod o 3 blynedd a gallant gael eu hail-benodi gan y Bwrdd am gyfnod pellach o 3 blynedd.

Mae gennym agenda newydd i fagu llais mwy cydlynol sy'n cael mwy o effaith ar lefel genedlaethol yng Nghymru ar gyfer fforymau a grwpiau pobl hŷn ym mhob ardal awdurdod lleol. Yn ogystal â sicrhau bod bob rhan o Gymru yn cael ei chynrychioli'n llawn yn COPA, mae'r Bwrdd hefyd yn awyddus i weithredu ei bolisi'r iaith Gymraeg mewn modd ymarferol.

Mae swyddogaethau a dyletswyddau ymddiriedolwyr elusennau wedi'u nodi mewn cyfraith. Dywed cyfansoddiad COPA:

(a) gweithredu ei ph/bwerau ei hun a pherfformio ei swyddogaethau fel ymddiriedolwr y CIO yn y ffordd y mae hi/ef yn ei benderfynu gydag ewyllys da fyddai fwyaf tebygol o hyrwyddo'r CIO; a
(b) gweithredu, wrth berfformio'r swyddogaethau hynny, gofal a gallu o'r fath fel sy'n rhesymol yn yr amgylchiadau gan roi ystyriaeth benodol i:
(i) unrhyw wybodaeth arbenigol neu brofiad sydd ganddo/ganddi neu y mae'n credu sydd ganddo/ganddi; ac
(ii) os ydy ef neu hi yn gwasanaethu fel ymddiriedolwr elusen y CIO yng nghwrs busnes neu broffesiwn, unrhyw wybodaeth arbenigol neu brofiad sy'n rhesymol i'w ddisgwyl gan unigolyn yn gwasanaethu yng nghwrs busnes neu broffesiwn o'r fath.
