Introduction to the research project: Empowering Communities in the Context of Brexit
Resources for Change has been commissioned by WCVA to undertake this research project, guided by a steering group comprising WCVA, Welsh Government, WEFO, Gofal, Pembrokeshire Association of Voluntary Services and WLGA, and with support from the Third Sector Support Network and the Wales Civil Society Forum on Brexit.
The over-arching purpose of this research is to set the foundations to inform policy makers about what needs to be done to support the community sector in relation to the impact of Brexit.
The need for the work was originally identified by Welsh Government, in terms of understanding how the sector can support communities to be better empowered, involved, prosperous and more resilient in a context where community services (which are vital to empowerment and resilience) are already under pressure but are likely to be even more so as a result of Brexit, and where the communities which tended to vote in favour of Brexit are those likely to be most vulnerable to the impacts of the Brexit process. There is also concern that the focus of discussion to date about the impact of Brexit has largely focussed on economic issues, although there are also less well aired – but nonetheless significant - issues for community and society.
The research will focus on three main themes:
The availability of non statutory community services to people and communities
The financial viability of the organisations providing these services
The workforce of these organisations
Between mid March and early May, the Resources for Change team will be asking third sector organisations providing non-statutory services to communities and other stakeholders across Wales to contribute to the research, through interviews, evidence panels, workshops and an online survey. The report will be submitted to WCVA at the end of June.

Mae Resources for Change wedi cael ei gomisiynu gan WCVA i gynnal prosiect ymchwil dan arweiniad grŵp llywio sy’n cynnwys WCVA, Llywodraeth Cymru, WEFO, Gofal, Cymdeithas Gwasanaethau Gwirfoddol Sir Benfro ac WLGA, a gyda chymorth Rhwydwaith Cefnogi'r Trydydd Sector a Fforwm Cymdeithas Sifil Cymru ar Brexit.
Pwrpas trosfwaol yr ymchwil yw gosod y sylfeini i oleuo gwneuthurwyr polisïau ynglŷn â’r hyn sydd angen ei wneud i gefnogi’r sector cymunedol o ran effaith Brexit.
Llywodraeth Cymru welodd yr angen am y gwaith i ddechrau, o ran deall sut gall y sector gefnogi cymunedau i gael mwy o rym, cyfraniad, ffyniant a chydnerthedd mewn cyd-destun pan fo gwasanaethau cymunedol (sy’n hanfodol i rymuso a chydnerthedd) eisoes dan bwysau ond yn debygol o fod dan fwy fyth o bwysau o ganlyniad i Brexit, a phan mai'r cymunedau a oedd yn tueddu i bleidleisio o blaid Brexit yw’r rhai sy’n debygol o fod yn fwyaf agored i niwed oherwydd effeithiau proses Brexit. Mae pryder hefyd fod sylw'r drafodaeth hyd yma am effaith Brexit wedi canolbwyntio gan mwyaf ar faterion economaidd, er bod yna faterion eraill hefyd - sydd wedi’u gwyntyllu llai sy’n arwyddocaol er hynny - yn ymwneud â chymuned a chymdeithas.
Bydd yr ymchwil yn canolbwyntio ar dair brif thema:

Rhwng canol mis Mawrth a dechrau mis Mai, bydd tîm Resources for Change yn gofyn i sefydliadau'r trydydd sector sy’n darparu gwasanaethau anstatudol i gymunedau a rhanddeiliaid eraill ledled Cymru i gyfrannu i'r ymchwil drwy gyfweliadau, paneli tystiolaeth, gweithdai ac arolwg ar-lein.
