Introduction

The Health Board is preparing a Business Case to the Welsh Government for Capital funding to re-locate services from the Mount Street Clinic. The majority of services will be re-provided on the hospital site, including the GP practice (including the dispensary), Health Visitors and Mental Health Services. The Community Dental Service is likely to be provided from two permanent sites at Corwen and Denbigh, with a mobile vehicle providing services in Ruthin, for those who are unable to get to Corwen or Denbigh.

Background

The Clinic was opened in November 1965, and is a timber framed building on Mount Street, Ruthin. The Welsh Ambulance Service Trust (WAST) is based on the lower ground floor, with a GP practice, Health Visitors and Community Dental Services on the ground floor, and office accommodation for Health Visitors and School Nurses on the first floor.

The building is in need of upgrading and does not provide space for expansion of services. The car parking is limited to 8 staff spaces, including one disabled space. There is no patient parking on site.

Ruthin Community Hospital provides inpatient services for 27 patients, who are cared for by both GPs Practices in Ruthin.

The Hospital also provides a range of outpatient services, including physiotherapy, blood tests, wound care and dressings, and visiting clinics, such as; Parkinson’s, Older People’s Mental Health, Memory Clinics and Diabetic Retinopathy Screening.

Car Parking is limited at the hospital site.

Opportunities

The re-location of services aims to integrate services on a single site, providing closer working between inpatient and community services, and providing a “one-stop shop” for patients.

The Mount Street Clinic is not fit for purpose, this re-development would improve the working environment, helping staff recruitment and retention – in particular in Primary Care.

The re-development aims to –

1. Provide high quality, primary and community services for people living in the Ruthin and surrounding areas

2. Support sustainable Primary Care services in Ruthin and surrounding areas

3. Provide a safe, modern working environment for Health Board staff and partners

4. Create a location for services that is easier to maintain

5. Improve access to car parking for people and staff using the service

Following the re-location of the Rhos Street and Pen Barras schools to Glasdir, a portion of land adjacent to the hospital has been identified with Denbighshire County Council, which would provide necessary additional parking spaces for hospital patients, staff and visitors.

Next Steps

We are keen to hear about the work of third sector and community groups in Ruthin and surrounding areas, and what opportunities the proposed re-development may provide to develop links and work together to add value for patients, carers, families and staff.

The information from today’s drop-in event will be collated and we will follow up any specific suggestions and ideas with the groups and organisations involved.

The tender for Building Works at Ruthin Community Hospital will be issued during April, and it is expected that the final costs will be agreed in May, with the Business Case being presented to the Health Board in the summer and then to the Welsh Government in the autumn.

Mae'r Bwrdd Iechyd yn paratoi Achos Busnes i Lywodraeth Cymru am gyllid Cyfalaf i adleoli gwasanaethau o Glinig Stryd Mount. Bydd y mwyafrif o wasanaethau yn cael eu ail-ddarparu ar safle'r ysbyty, yn cynnwys y Feddygfa (yn cynnwys y dosbarthfa), Ymwelwyr Iechyd a Gwasanaethau Iechyd Meddwl. Mae'r Gwasanaeth Deintyddol Cymuned yn debygol o gael ei ddarparu o ddau safle parhaol yng Nghorwen a Dinbych, gyda cherbyd symudol yn darparu gwasanaethau yn Rhuthun, i’r rheiny nad ydynt yn gallu cyrraedd Corwen neu Ddinbych.

Cefndir

Agorwyd y Clinig ym mis Tachwedd 1965, ac mae'n adeilad fframwaith coed ar Stryd Mount, Rhuthun. Mae'r Ymddiriedolaeth Gwasanaeth Ambiwlans Cymru (WAST) wedi'i leoli ar yr islawr, gyda Meddygfa, Ymwelwyr Iechyd a Gwasanaethau Deintyddol Cymuned ar y llawr gwaelod, a swyddfeydd i Ymwelwyr Iechyd a Nyrsys Ysgol ar y llawr cyntaf.

Mae angen uwchraddio'r adeilad ac nid yw'n rhoi lle ar gyfer ehangu gwasanaethau. Mae'r maes parcio wedi'i gyfyngu i 8 lle parcio i staff, yn cynnwys un lle i'r anabl. Nid oes maes parcio ar gyfer cleifion ar y safle.

Mae Ysbyty Cymuned Rhuthun yn darparu gwasanaethau cleifion mewnol i 27 claf, sy'n cael eu gofalu amdanynt gan Feddygfeydd yn Rhuthun.

Mae'r Ysbyty hefyd yn darparu ystod o wasanaethau cleifion allanol, yn cynnwys ffisiotherapi, profion gwaed, gofal clwyfau a gorchuddion, a chlinigau ymweld, yn cynnwys; Parkinson's, Iechyd Meddwl Pobl Hŷn, Clinigau Cof a Sgrinio Retinopathi Diabetig.

Mae llefydd parcio yn gyfyngedig ar safle'r ysbyty.

Cyfleoedd

Mae adleoli'r gwasanaethau yn ceisio integreiddio gwasanaethau ar safle unigol, gan alluogi i wasanaethau cymuned a chleifion mewnol i weithio'n agosach, a darparu "siop un stop" i gleifion.

Nid yw Clinig Stryd Mount yn addas i bwrpas, byddai'r ailddatblygiad hwn yn gwella'r amgylchedd waith, gan helpu i recriwtio a chadw staff - yn enwedig o ran Gofal Cychwynnol.

Mae'r ailddatblygiad yn ceisio -

1. Darparu gwasanaethau cymuned a chychwynnol o ansawdd uchel i bobl sy'n byw yn Rhuthun a'r ardal gyfagos.

2. Cefnogi gwasanaethau Gofal Cychwynnol cynaliadwy yn Rhuthun a'r ardal gyfagos.

3. Darparu amgylchedd waith modern a diogel i staff a phartneriaid y Bwrdd Iechyd.

4. Creu lleoliad i wasanaethau sy'n haws ei gynnal.

5. Gwella'r mynediad at barcio ceir i bobl a staff sy'n defnyddio'r gwasanaeth.

Yn dilyn adleoli ysgolion Llandrillo-yn-Rhos a Phen Barras i Glasdir, mae darn o dir sy'n agos i'r ysbyty wedi cael ei nodi gan Gyngor Sir Ddinbych, a fyddai'n darparu llefydd parcio ychwanegol hanfodol i gleifion, staff ac ymwelwyr yr ysbyty.
